A practical approach to the R&D Tax Incentive.
I'm Harley Bell.
Link R&D Advisory is my independent practice that I created to bring a more personal, structured, and thoughtful approach to the R&D Tax Incentive.
With over a decade of experience — and as a Registered Tax Agent (R&D Services) and Chartered Accountant — I’ve worked closely with startups, engineers, developers, and founders to help structure successful claims that align with both legislation and their processes. I’ve seen the value of getting it right with clear documentation, honest guidance, and systems that support innovation over time.
My background blends business and philosophy, and I bring a strong sense of detail, clarity, and collaboration to every engagement. I believe in helping businesses understand the incentive — not just process it — and in building claims that are accurate, defensible, and commercially aligned.
I provide support throughout the R&D claim process, reducing pressure on your team and ensuring your claim is structured to accurately represent the value of your innovative work.

Pricing.
Link R&D Advisory operates on a straightforward and professional pricing model.
Most engagements are based on a percentage of the R&D benefit. Hours are always tracked, and the total capped at the actual time spent — whichever is lower. This ensures transparency and value from the outset.
Hourly arrangements are also available where appropriate.
Before any work begins, the engagement terms and pricing will be clearly outlined — so you know exactly what to expect, with no hidden fees or surprises.
R&D Knowledge
Understanding the R&D Tax Incentive program.
The R&D Tax Incentive is a government program designed to support businesses conducting eligible research and development. It offers a refundable or non-refundable tax offset for companies undertaking experimental work aimed at generating new knowledge, improving processes, or developing innovative solutions.
While the incentive is generous, interpreting and applying it correctly requires a good understanding of the legislation, eligibility criteria, and documentation standards.
There’s no shortage of summaries and commentary online, and much of it repeating the same basic points. Link R&D Advisory aims to go a step further, offering insights that focus on how to use the program effectively and in line with your real-world business operations.
Whether you’re new to the incentive or looking to improve how you manage it, this section will offer practical reflections on:
